Monitoring and Evaluation (M&E) Manager
Anova Vacancies are seeking an experienced Monitoring and Evaluation (M&E) Manager to lead high-quality data collection, analysis, and reporting for HIV/TB and related health programmes. The M&E Manager will provide strategic leadership to programme implementation, data management, and reporting teams, ensuring accurate and timely data submission to funders while building capacity within the organisation.
Key Responsibilities
Data Management and Reporting
- Oversee all programme monitoring and evaluation activities
- Manage routine data collection and collation using funder-approved tools and systems
- Produce timely, high-quality reports in line with funder requirements
- Coordinate the monthly submission of programme data into the Anova data hub
- Generate monthly performance reports against targets for programme management
Data Quality
- Conduct weekly, monthly, and quarterly data quality audits (DQAs) with programme teams
- Implement corrective measures to address data accuracy and quality gaps
- Participate in quality assurance activities and routine data review meetings with funders, DOH, and stakeholders
- Identify areas for data quality improvement and capacity building based on approved frameworks
- Collaborate closely with Technical Advisory teams
Supervision and Capacity Building
- Supervise day-to-day activities of M&E officers
- Provide indicator coaching and support for team members
- Ensure compliance with POPIA and data confidentiality standards
- Support the development of narrative and analytical reports
Minimum Qualifications and Experience
- Degree in Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics, or Mathematics
- Minimum of 5 years’ experience in Global Fund/PEPFAR donor-funded HIV/TB or related health programmes
- Experience with health indicators, data quality, and reporting to DOH and funders
- Proficient in data systems such as DHIS, Tier.NET, ETR.NET, DATIM, or equivalent
- Experience in M&E capacity building for facility-level data capturing teams

- Knowledge of M&E best practices and clinical research environments
- Experience implementing M&E plans and training teams
- Familiarity with South African health information systems, clinical stationery, DQA processes, and data feedback mechanisms
