Main Purpose of the Role

The Monitoring and Evaluation (M&E) Manager is responsible for ensuring high-quality data collection, collation, analysis, and reporting to funders. This role provides leadership and capacity-building support to programme implementation, data management, and reporting teams, ensuring accurate, timely, and funder-compliant M&E processes.

Duties and Responsibilities

Data Management and Reporting

  • Oversee all aspects of programme monitoring and evaluation.
  • Supervise routine data collection and collation using funder-approved tools and reporting systems.
  • Produce timely and accurate reports in line with funder requirements.
  • Coordinate routine data repository submissions into the Anova hub, ensuring monthly data submission compliance.
  • Generate monthly performance reports against targets for programme management.

Data Quality

  • Conduct weekly, monthly, and quarterly data quality audits (DQAs) with programme teams.
  • Implement corrective actions to address gaps in data accuracy and quality.
  • Participate in quality assurance activities and routine data review meetings with funders, DOH, and other stakeholders.
  • Identify areas for data quality improvement and capacity building based on funder and Anova DQI frameworks.
  • Collaborate closely with Technical Advisory teams to enhance data processes.

Team Supervision and Capacity Building

  • Supervise day-to-day activities of M&E officers.
  • Ensure compliance with POPIA and other data governance standards.
  • Provide coaching on indicator definitions, data collection, and reporting practices.
  • Support the co-creation of narrative and analytical programme reports.

Minimum Qualifications and Experience

  • Degree in Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management, Public Health, Health Informatics, Statistics, or Mathematics.
  • Minimum of 5 years’ experience in Global Fund/PEPFAR donor-funded HIV/TB and related health programmes.
  • Experience working with health indicators, data quality, and reporting to DOH and funders.
  • Proficiency with data systems such as DHIS, Tier.NET, ETR.NET, DATIM, or similar HIV/TB programme reporting tools.
  • Experience in M&E capacity building for facility-level data capture teams.

  • Advanced computer skills, particularly MS Excel.
  • Knowledge of M&E best practices.
  • Experience in clinical research or programme M&E environments.
  • Experience implementing M&E plans and using clinical stationery.
  • Proficiency in TIER.Net, DHIS, data feedback mechanisms, and DQA processes.
  • Experience in training and mentoring staff in M&E, familiar with South Africa’s public-sector health information systems.
