PURPOSE OF THE POSITION
The Payroll Manager (C4) will ensure the accurate, compliant, and efficient delivery of payroll, remuneration, benefits, and people-related reporting across all PEP Africa countries. This role drives operational excellence and strong governance through consistent application of approved frameworks, robust controls, and statutory compliance, enabling reliable reporting and informed people and business decisions.

KEY RESPONSIBILITIES

Payroll Management (South Africa and African Countries)

  • Manage end-to-end payroll processing for South Africa, African operating countries, and expatriate payrolls in line with approved frameworks, controls, and calendars
  • Ensure accurate data capture, variance analysis, quality checks, and on-time payroll delivery
  • Coordinate monthly payroll sign-off processes, ensuring all inputs, reconciliations, approvals, and supporting documentation meet governance and audit standards

Compliance, Legislation & Audit

  • Ensure employee contracts, records, and personnel files are accurate and compliant with local labour legislation and statutory payroll requirements across all operating countries
  • Ensure statutory payroll obligations, including taxes, social security, levies, and mandatory contributions, are accurately calculated, submitted, and paid on time
  • Support internal and external audits with complete, audit-ready documentation and controls

Remuneration and Benefits Operations

  • Monitor legislative developments and ensure timely, consistent implementation of approved changes across all operating countries
  • Govern remuneration and benefits administration, ensuring alignment between approved policies, employment contracts, system configuration, and regulatory requirements
  • Ensure clear and accurate employee communication relating to remuneration and benefits

Cross-Functional Collaboration

  • Build strong working relationships with Exco, Country Leadership, People Support, Finance, Legal, IT, and external partners to enable aligned payroll delivery
  • Act as a trusted People Support advisor to leadership on payroll, remuneration, benefits, and statutory conditions

Payroll, Remuneration & People Reporting

  • Produce accurate, complete, and timely payroll, remuneration, benefits, and people reports across monthly, annual, and ad hoc cycles
  • Develop and continuously improve standardised reporting packs covering payroll costs, variances, headcount movements, statutory deductions, leave balances, employment equity, skills development, and identified risks

HR Systems, Integrations & Digital Enablement

  • Support the daily operation of payroll and HR systems across all operating countries, ensuring accurate configuration and master data integrity
  • Manage HR and payroll system integrations, ensuring reliable data flows and timely resolution of interface issues in collaboration with IT and service providers

HR Projects

  • Deliver payroll, remuneration, benefits, and people-related projects across operating countries with clear scope, timelines, and execution discipline
  • Coordinate cross-functional stakeholders and provide change leadership to support adoption and smooth transition into business-as-usual operations

JOB INCUMBENT REQUIREMENTS

  • Minimum Advanced Diploma in Human Resource Management or a related field
  • Minimum of 3 years’ experience managing end-to-end monthly payroll processing and payroll sign-off
  • Proven experience administering remuneration and benefits, including medical aid, retirement funds, group risk, bonuses, and annual increases
  • Experience maintaining payroll and HR system data integrity while supporting People Support, Finance, and line management
  • Strong knowledge of South African payroll legislation and statutory requirements, including PAYE, UIF, SDL, and COIDA
  • Ability to apply payroll controls, validations, and reconciliations with audit-ready records
  • Strong ability to interpret and consistently apply policies, procedures, and benefit rules
  • Sound numerical and analytical skills with strong attention to detail
  • Effective stakeholder engagement and communication skills
  • Proficiency in Excel, Google Sheets, and payroll systems
  • South African citizenship
