Main Purpose of the Role

The M&E Manager is responsible for ensuring high-quality data collection, collation, quality assurance, analytics, and reporting to funders. This role provides leadership to programme implementation, data management, and reporting teams, while building capacity across the organisation.

Duties and Responsibilities

Data Management and Reporting

  • Oversee all programme monitoring and evaluation activities.
  • Supervise routine data collection and collation using funder-approved tools and systems.
  • Produce timely, high-quality reports in line with funder requirements.
  • Coordinate routine data submission into the Anova hub, ensuring monthly compliance.
  • Generate monthly performance reports against targets for programme management.

Data Quality

  • Conduct weekly, monthly, and quarterly data quality audits (DQAs) in collaboration with programme teams.
  • Implement corrective measures to address data accuracy and quality gaps.
  • Participate in quality assurance activities and routine data review meetings with funders, DOH, and stakeholders.
  • Identify areas for data quality improvement and capacity building following funder or Anova DQI frameworks.
  • Collaborate closely with Technical Advisory teams.

Team Leadership

  • Supervise day-to-day activities of M&E Officers.
  • Ensure compliance with POPIA and data confidentiality standards.
  • Provide coaching on indicator tracking and reporting to team members.
  • Co-create narrative reports for internal and external stakeholders.

Minimum Qualifications and Experience

  • Degree in Monitoring & Evaluation, Computer Sciences, Information Systems, Data Management, Public Health, Health Informatics, Statistics, or Mathematics.
  • Minimum of 5 years’ experience in Global Fund/PEPFAR donor-funded HIV/TB and related health programmes.
  • Experience with health indicators, data quality, and reporting to DOH and funders.
  • Proficiency in data systems such as DHIS, TIER.Net, ETR.Net, DATIM, or other HIV/TB programme reporting tools.
  • Experience in M&E capacity building for facility-level data capturing teams.

  • Knowledge of M&E best practices and experience implementing M&E plans.
  • Experience in clinical research environments.
  • Familiarity with TIER.Net, DHIS, clinical stationery, DQA, and data feedback processes.
  • Proven experience in training and mentoring in M&E, with knowledge of South Africa’s public-sector health information systems.
