Main Purpose of the Role
The Monitoring and Evaluation (M&E) Manager leads high-quality data collection, collation, quality assurance, analytics, and reporting to funders. This role provides strategic leadership to programme implementation, data management, and reporting teams, while building capacity to strengthen evidence-based decision-making and performance management.
Key Duties and Responsibilities
Data Management and Reporting
- Oversee all aspects of programme monitoring and evaluation across projects.
- Lead routine data collection and collation using funder-approved tools and systems.
- Produce timely, high-quality reports in line with funder reporting requirements.
- Coordinate monthly data submissions to the organisational data hub and ensure on-time reporting.
- Generate monthly performance-against-target reports for programme leadership and management.
- Co-create high-quality narrative reports with programme teams and stakeholders.
Data Quality Assurance and Improvement
- Conduct weekly, monthly, and quarterly data quality audits in collaboration with implementation teams.
- Implement corrective actions to address data accuracy, completeness, and timeliness gaps.
- Participate in quality assurance processes and routine data review meetings with funders, the Department of Health, and partners.
- Identify priority areas for data quality improvement and capacity building aligned to approved DQI and reporting frameworks.
- Work closely with Technical Advisory teams to strengthen indicator interpretation and reporting quality.
- Ensure full compliance with POPIA and organisational data governance standards.
Leadership, Supervision and Capacity Building
- Provide day-to-day supervision and performance support to M&E Officers.
- Deliver indicator coaching and mentorship to programme and data teams.
- Strengthen M&E capacity at facility and community levels through training and supportive supervision.
Minimum Qualifications and Experience
Qualifications
- Degree in Monitoring and Evaluation, Computer Science, Information Systems, Data Management Science, Public Health, Health Informatics, Statistics, or Mathematics.
Experience
- Minimum of five years’ experience supporting Global Fund and PEPFAR-funded HIV/TB and related health programmes.
- Proven experience working with health indicators, data quality processes, and reporting to the Department of Health and funders.
- Hands-on experience with DHIS, TIER.Net, ETR.Net, DATIM, or similar HIV/TB reporting systems.
- Demonstrated experience in M&E capacity building for facility-level data teams.

- Proven experience with TIER.Net, DHIS, clinical stationery, DQAs, and data feedback processes.
- Experience training and mentoring M&E teams and familiarity with public-sector health information systems in South Africa.
